We are writing to express our opposition concerning Case No.SUP-10-03, the proposed Leighton-Herman Family Subdivision of one of the lots in the Skillman Estates Subdivision. There are a number of concerns we have that lead us to believe that approving this special use permit would be inappropriate.
We feel the resulting increased traffic would be a safety issue. At present time, Skillman Drive, the road which services all of our lots, is a narrow dirt and gravel lane, not even wide enough for two cars to pass and only suited for light traffic. The Skillman Drive access to State maintained Barnes Road is in the middle of a slope on a double S curve with a blind approach from above. The proposed subdivision alone would double the number of families using Skillman Drive even before the remaining six lots are sold and developed. There do not seem to be any plans indicated in the SUP for improving access to the newly created lots. We belive that the additional traffic generated by a subdivision of the Skillman Estates lots could not be sustained by the existing road.
The proposed subdivision would also substantially increase the water usage from private wells in this area. Given the recent drought situation in James City County, it seems inappropriate to encourage further subdivision of A-1 land outside the PSA.
The Skillman Estates Subdivision is composed almost entirely of lots ranging from 10 to 13 acres, the exeptions being three 5 to 6 acre lots. This has established an open, low-maintenance neighborhood. The proposed subdivision would substantially change the intended nature of the existing Subdivision and set an undesireable precedent for the remaining six undeveloped lots.
We are asking you to reject the proposed SUP for subdividing this lot.
